ich denke mal, du meinst NICHT, dass ich ne eigene DTD schreiben soll. (dann wärs AFAIK nimmer XHTML 1.1 )
also... wie legt man so ne modul auswahl fest? link? hab ich glaub noch nie gehört.

Ich finde neue Fenster für externe Links durchaus angebracht.

Wenn der User die Seite verlassen will (einem externen Link folgen), dann will er Deine Seite nicht mehr.
Wenn er doch Deine Seite offen lassen will, öffnet er sowieso die neue Seite im neuen Fenster/Tab.
